First Street 621 East MLK River Place

First Street Steps

River City Company is seeking multi-disciplinary artists + design teams’ qualifications. Up to three teams will be selected and awarded $5,000 stipends to develop site specific proposals (design concepts) for the re-design of the First Street steps and incline area from Market St. to Cherry St. The implemented artwork / landscape will enhance the connection between the TN Aquarium and the Bluff View Art District, utilizing unique, innovative design concepts with a cohesive artistic vision. This opportunity is open to design teams internationally. The receipt deadline is November 25, 2016 by 12:00pm EST.

Developers are sought to create a distinctive and sustainable mixed-use project on this property that will increase the availability of rental housing in the district and animate the street/public realm. Developer Selection will be made based upon these evaluation criteria:


The overall desirability, compatibility and programmatic concept.
Consistency with the expected uses and requirements set forth in this document.
Demonstrated ability of the developer to undertake a project of this magnitude; as well as overall
financial stability and size of the firm(s).
Time frame for the proposed development.
Overall positive impact on downtown.


It is anticipated that construction will commence on this project in 2017. Firm timelines and performance dates will be negotiated with the selected developer/proposer.

River Place

River Place is located in the heart of the Riverfront District in downtown Chattanooga. Adjacent to the Tennessee Aquarium (700,000+ visitors annually), this facility boasts both beautiful views of the Aquarium Plaza and the Market Street Bridge, while being located in a highly visible and frequented area. Originally built in 1993 and designed by Tuck-Hinton Architects from Nashville, TN, River Place recently underwent a $2 million renovation by the Chattanooga History Center in 2012.
