Vision 2000 was a public participation program that invited the entire community to set new goals for Chattanooga’s future. The process was conducted in 1984 when the city was beset with economic recession, social tension and general urban decline.

Over 1,700 people brought their ideas, concerns and ideas for positive change to these meetings. The resulting 40 goals became the community’s “Commitment Portfolio” and generated a new sense of community spirit that spurred those plans into action. Vision 2000 was one of the first and most comprehensive community-wide goal setting processes in the country.

The goals set forth in the Vision 2000 process generated major investments including downtown and riverfront development, as well as low-income housing and social initiatives. Major projects resulting from the goals set forth by Vision 2000 included:

·Family Violence Shelter
·Human Rights/Human Relations Commission
·The Tennessee Aquarium
·Walnut Street Bridge renovation
·Tivoli Theater and Memorial Auditorium renovations
·Bessie Smith Hall

Chattanooga Venture was the local non-profit organization that conducted the Vision 2000 process and ultimately staffed the numerous task forces and working groups that helped to initiate project improvements at a cost of $120,000. The primary source of funding was the Lyndhurst Foundation, a local private foundation committed to Chattanooga’s revitalization.
