In 1969, the Department of Health, Education and Welfare determined that Chattanooga had the poorest air quality in the nation. Young adults were not returning to live and work in Chattanooga upon completing their college days. Civic pride was at an all time low.

The challenge was to diversify our local economy and take positive steps to improve our economic health. Several subsequent initiatives helped Chattanooga and Hamilton County pull out of this downward spiral of economic growth.

During the late sixties and early seventies Chattanooga's economic woes were becoming evident. A number of the heavy manufacturing industries that had fueled the local economy for more than a century were closing or moving elsewhere. Downtown stores began to close or move out to occupy the outlying shopping malls.
