Construction began summer 2002 to change Fourth Street to a beautiful two-way boulevard between Broad Street and Georgia Avenue. Fourth Street was widened to accommodate four moving lanes, on-street parking and a tree-filled median. Third Street also become two-way. Work was completed in summer 2003.
